ADB's Climate Change Fund supports climate-related investments and activities across developing member countries in the Asia-Pacific region. The fund is open to eligible organizations in ADB member states pursuing climate mitigation and adaptation projects.
About this grant
The Climate Change Fund (CCF) was established by the Asian Development Bank in May 2008 to facilitate greater investment in developing member countries (DMCs) addressing the causes and consequences of climate change, by strengthening support for low-carbon and climate-resilient development. It helps mainstream climate action across ADB operations and supports climate targets under ADB's Strategy 2030 third operational priority. The fund provides financing through the grant component of investments, technical assistance (stand-alone, piggy-back or linked to loans), and direct charge. It has three components: adaptation, clean energy development, and reduced emissions from deforestation and forest degradation with improved land use management (REDD+ and land use). The fund focuses on adaptation; clean energy, sustainable transport and low-carbon urban development; and REDD+ and land use management. Supported activities include preparing relevant strategies or action plans for DMCs, investment in climate change mitigation or adaptation measures, developing knowledge products and services on climate change, facilitating knowledge management such as regional conferences and workshops, and funding to offset ADB's corporate carbon footprint. Proposals are submitted by ADB user departments to the Climate Change Steering Committee through the fund secretariat, reviewed by working groups (Adaptation and Land Use; Clean Energy), and approved by the Committee. Applications are reviewed in six batches with due dates of 31 January, 31 March, 31 May, 31 July, 30 September and 30 November; direct charge applications are reviewed on an ongoing basis. The fund is supported by ADB's net income from ordinary capital resources. As of 31 March 2021, about $75.4 million of the $98 million total had been allocated to 126 projects.
