Field Level Agreements (FLAs) with the World Food Programme establish operational partnerships for humanitarian food assistance and food security programmes. Eligible organizations can enter into agreements to deliver WFP-supported activities at the field level.
About this grant
The World Food Programme (WFP) partners with non-governmental organizations (NGOs) that share its philosophy and goals of eliminating hunger and food insecurity. WFP collaborates with NGOs skilled in distribution, monitoring, early-warning activities, food-security assessments, advocacy for food and nutrition-related issues, and local coordination of food-security activities. The partnership model is designed to ensure efforts are not duplicated and that resources are used in a complementary and cost-efficient manner. The primary contractual mechanism for NGO partnerships with WFP is the Field Level Agreement (FLA). This is a legally binding agreement that protects the interests of both parties and is regularly updated to reflect changing operational contexts. The FLA template is available in English, Arabic, French, Portuguese, and Spanish. NGOs wishing to partner with WFP must register through the UN Partner Portal (UNPP), an online platform co-owned by WFP, UNHCR, UNICEF, and other UN agencies. Registration became mandatory in 2023. Once registered and verified, NGOs are visible to all participating UN agencies and can respond to calls for proposals issued through the portal. WFP currently partners with approximately 1,000 NGOs globally across its operations in over 120 countries.
