About this grant

The Grant Assistance for Grassroots Human Security Projects (GGP) is an Official Development Assistance (ODA) scheme provided by the Government of Japan to support development projects initiated by local communities in Palestine. The programme funds non-governmental organizations, local authorities, educational institutions, medical institutions, and cooperatives to implement projects addressing basic human needs at the grassroots level. The GGP aims to ensure human security by empowering people and communities, particularly those in marginalized or disadvantaged groups, and to foster peace-building from the bottom by assisting local organizations in establishing social and economic infrastructure. Projects must be feasible, sustainable, and beneficial to the entire community. Priority areas include healthcare (establishing or extending healthcare centers, providing medical equipment), basic education (building classrooms, improving school facilities), water and sanitation (extending water pipes, building water cisterns and septic tanks), electricity (extending cables, setting up generators), and support for disadvantaged people (improving rehabilitation facilities, providing agricultural training, establishing irrigation systems).

Applications are accepted from both the West Bank and Gaza Strip, though projects may not be adopted if it is difficult to ensure safety in implementation due to the security situation.

How it's scored

Proposals are examined by the Government of Japan in various aspects. Projects are awarded only when judged as feasible, sustainable, and beneficial to the entire community. Screening of proposals for each fiscal year (beginning April) is carried out for proposals submitted by 31 December of the previous year. The evaluation considers whether the project directly addresses basic human needs and empowers people in marginalized or disadvantaged groups, and whether it contributes to immediate improvement of living conditions.
