Green Recovery in Ukraine Grant
In context
This call is open to local authorities, at scale-up and mature. Coverage is read from the notice itself: Ukraine.
NEFCO is financing municipalities in Ukraine to reconstruct infrastructure damaged by conflict with a focus on green and sustainable outcomes. The programme supports energy-efficient, climate-resilient municipal projects including green infrastructure and renewable energy systems.
About this grant
Nefco's Municipalities in Eastern Europe programme finances green projects with municipalities in Georgia, Moldova and Ukraine. As an international financial institution, Nefco's mandate includes lending to medium-sized and small municipalities, which carries risks that commercial lenders may not accept. The programme offers loans for energy-efficiency and other green projects, and in Ukraine it provides grant-funded green recovery actions aimed at building back greener and better after the war. Nefco also provides technical assistance for feasibility studies and project implementation support linked to the projects it finances. In Ukraine, Nefco reports having financed renewable energy, energy-efficiency and district heating modernisations, and municipal water and wastewater treatment facilities since 2010. Reported 2025 figures include 73 active projects at year end, around 400,000 individuals benefiting from completed activities, and more than EUR 500 million raised for green recovery in Ukraine. Example activities include solar-powered critical infrastructure in Chortkiv and EU-financed temporary housing for internally displaced persons in Lviv. The page describes the programme's scope and current projects but does not set out a single open call with a fixed budget, application form or deadline. Applicants should contact Nefco directly to discuss eligibility and the process for the green recovery grants in Ukraine.
