About this grant
The ITEA call for projects 2026 is a Eureka Clusters call run by ITEA (the Information Technology for European Advancement cluster) for international collaborative research and development projects in software-intensive and digital technologies. Consortia of companies, research organisations and universities from participating Eureka countries submit a project outline first, followed by a full project proposal if invited. Participation is supported through national or regional funding programmes in each country, which award grants or loans to national project partners according to their own rules, rates and deadlines. The call opens on 15 September 2026. The project outline deadline is 2 November 2026 at 17:00 CET, and the full project proposal deadline is 11 February 2027 at 17:00 CET. Countries and regions listed as supporting the call include Austria, Belgium (Flanders and Wallonia), Canada, Estonia, Finland, France, Germany, Hungary, Ireland, Israel, Lithuania, Luxembourg, the Netherlands, Poland, Portugal, Singapore, Slovakia, South Africa, South Korea, Spain, Sweden, Türkiye and the United Kingdom, although several country entries state that funding information is still being confirmed. The page sets out country-specific funding rules. Examples include Austrian FFG grants, Walloon SPW-Research grants for industrial research, NRC IRAP support in Canada for SMEs, Business Finland grants, Bpifrance loans in France, NRDI grants in Hungary, Enterprise Ireland grants, Research Council of Lithuania grants, RVO grants in the Netherlands, NCBR grants in Poland, Portuguese national funding under a separate notice, Enterprise Singapore grants, DSI grants in South Africa, KIAT grants in South Korea, CDTI loans and grants in Spain (including the separate INNOGLOBAL 2026 call), and TÜBİTAK grants in Türkiye. Funding rates vary by organisation size and activity type. Many countries impose additional eligibility, consortium, or pre-application steps.

Eligibility
Applicants must participate as part of an international consortium in an eligible Eureka participating country and must have their R&D activities funded through the relevant national or regional programme. Eligible participants vary by country and include startups, small, medium-sized and large companies, research organisations and universities, subject to country-specific rules. Several countries restrict funding for large companies, require a minimum number of national participants, require the lead applicant to be a local business, or limit funding for research organisations to subcontracting roles. Examples include Singapore requiring at least 30% local ownership and a Singapore-registered lead company, Portugal requiring a company in the consortium and limiting project duration to 36 months, Ireland excluding high-potential startups and requiring a company for research organisations to receive funding, South Africa requiring SME-led projects, and South Korea requiring companies to be registered for at least one year and hold KOITA accreditation. Spain's INNOGLOBAL route is limited to companies with up to 499 employees in listed Spanish regions. Canada's NRC IRAP funding excludes companies with more than 500 FTEs. Applicants should consult national agencies before submitting.
How it's scored
Project outlines and full proposals are evaluated at the Eureka cluster level against the ITEA call criteria. National funding decisions are made separately by each participating country's agency using its own criteria. Examples given on the page include Walloon valorisation as a regional criterion, Canadian SME evaluation based on benefits to Canada, Luxembourg criteria covering technological challenge, incentive effect, financial viability and national economic impact, Dutch assessment by an independent advisory committee on innovation, collaboration and impact, and Polish evaluation by NCBR based on published criteria. Bpifrance in France assesses project and firm capacity.
