MOVES III is a Spanish national incentive programme that co-finances purchases and leasing of electric and fuel-cell vehicles and the installation of charging infrastructure. It is aimed at individuals, self-employed workers, companies, public administrations and local entities, with aid channelled through the autonomous communities and the cities of Ceuta and Melilla.
About this grant
MOVES III is a Spanish national incentive programme, managed by IDAE and financed under the Plan de Recuperación, Transformación y Resiliencia (NextGenerationEU), to accelerate the electrification of mobility. It is delivered through direct grants to the autonomous communities and the cities of Ceuta and Melilla, which then manage the final allocation of incentives to end beneficiaries. The programme addresses the high upfront cost of electric and fuel-cell vehicles and the limited availability of charging infrastructure. Its eligible actions include the acquisition of plug-in electric and fuel-cell passenger cars (M1), light commercial vehicles (N1), electric motorcycles and quadricycles (L and L6e/L7e categories), with purchases possible directly, by financial leasing, or by operating leasing (renting). Demonstration vehicles and, since 2023, used or semi-new vehicles held by renting companies, rental companies or manufacturers are also eligible within set limits. The programme also funds installation of charging infrastructure of any power for residential, public, corporate fleet, and road-network uses, including preinstallation works in community buildings. Charging units of 22 kW or less must be capable of smart-charging functions from 1 January 2024. Incentive amounts vary by vehicle category and beneficiary type. For individuals, self-employed workers and public administrations, aid can reach 7,000 EUR for N1 vehicles (9,000 EUR with scrapping) and 4,500 EUR for M1 cars (7,000 EUR with scrapping). Supplements of 10% apply for disabled users, residents of municipalities under 5,000 inhabitants, and taxi or VTC drivers. Companies, communities of owners and local entities face per-beneficiary vehicle caps, and de minimis rules apply to self-employed beneficiaries. The programme budget was initially 400 million EUR and was later increased to 1,550 million EUR through successive royal decrees, with its validity extended to 31 December 2024 under Real Decreto-ley 4/2024.
