In context
This call is open to individuals and engineering and construction contractors, at scale-up and mature. Funding is a grant. Coverage is read from the notice itself: Norway.
This grant programme supported Norwegian homeowners who completed comprehensive energy upgrades to their building envelope, including insulation, windows, doors, and foundations. Applicants received retrospective reimbursement for qualifying work performed by certified contractors within 24 months prior to application, with support amounts varying by energy performance level achieved.
About this grant
Oppgradering av bygningskroppen was a grant programme offered by Enova to support Norwegian homeowners who had completed a comprehensive energy upgrade of their building envelope. The programme provided financial support for improvements to the thermal insulation of exterior walls, roofs, windows, exterior doors, and foundations, with the aim of significantly reducing heat loss, lowering energy consumption, and reducing energy costs for residential properties. The grant was available as a retrospective reimbursement: homeowners who had already carried out and paid for a qualifying energy upgrade of their primary residence or holiday home in Norway could apply for support after completion. The work had to be performed by a qualified contractor or construction firm meeting Enova's competency requirements, and the upgrade had to have been completed and paid for within the 24 months prior to the application date. Applicants were required to document the building's energy status before and after the upgrade using an energy adviser, and to submit an energy certificate and energy calculation completed in the Norwegian Energy Labelling System (Energimerkesystemet). The programme supported upgrades to three energy performance levels, with support amounts varying accordingly. The programme has now been discontinued. The final deadline to submit applications was 30 June 2026 at 23:59. No exceptions or transitional arrangements apply after this date. Enova continues to offer support for individual energy measures in homes under a new scheme, but under that scheme applicants must apply before commencing work.

Eligibility
The programme was open to private homeowners in Norway who had already initiated and completed a comprehensive energy upgrade of their own primary residence or holiday home under the previous scheme. The measure had to have been started, completed, and paid for by the applicant as a private individual. Invoice documentation issued to the owner of the building envelope was required. Upgrade work had to be carried out by a contractor or firm satisfying Enova's competency requirements; owner self-performed work was limited to demolition, waste handling, and interior work not involving insulation or sealing. The upgrade had to be completed and all invoice documentation dated within the 24 months prior to the application date. Housing cooperatives (borettslag), housing associations (boligsameier), and commercial actors were directed to separate support programmes and were not eligible under this scheme.
How it's scored
Applications were assessed based on whether the completed project demonstrated an overall documented improvement in thermal insulation across the building envelope (exterior walls, roof, windows, exterior doors, and foundation), verified through an energy adviser's energy calculation and energy certificate in the Energimerkesystemet. The level of support awarded depended on the energy performance level achieved: Level 1 (near passive house standard), Level 2 (near low-energy standard), or Level 3 (near TEK10 standard). Compliance with documentation requirements, use of qualified contractors, and completion within the 24-month window were conditions for eligibility. No competitive scoring or panel review process is described; the grant appears to be criteria-based with fixed support amounts per performance tier.

About this sector
Energy efficiency funding covers building retrofits, industrial process upgrades, heat recovery, efficient equipment and demand reduction. It arrives as grants for audits and capital works, as support schemes run by agencies and utilities or as public tenders for retrofit and energy services. Applicants usually need a baseline of current energy use and a measured saving.
