About this grant

The Project Preparation Facility (PPF) of the Green Climate Fund provides financial and technical support through grants, both reimbursable and non-reimbursable, as well as equity, to support the development of high-quality project and programme funding proposals for submission to the GCF. It addresses the upfront cost and capacity gap that prevents Accredited Entities from turning climate ambitions into fundable proposals. Funding of up to USD 1.5 million is available per PPF application, scaled to the needs of the proposal being developed. Support is delivered through two modalities. Under PPF funding, Accredited Entities and Project Specific Assessment Approach applicants receive grants, repayable grants or equity to undertake preparation activities, and they manage procurement of consultants and accountability for the approved funds. Where preparation yields a feasible project with income-generating potential, the GCF-financed amount is generally repayable on terms set at the funding proposal stage. Under the PPF Service modality, preparation is delivered through a consultancy firm competitively procured by the GCF from a panel of 32 pre-qualified firms, removing the need for the entity to sign grant agreements or receive funds directly; this modality is primarily aimed at Direct Access Entities. Eligible activities contribute directly to a funding proposal package and include pre-feasibility and feasibility studies, environmental and social studies (including Indigenous Peoples studies and stakeholder engagement plans), gender studies aligned with the GCF Gender Policy, risk assessments, assessment of mitigation and adaptation impact potential, identification of programme or project indicators, pre-contract services such as preparing terms of reference and tender documents, financial structuring advisory services, and other justified activities such as workshops and translation.

Eligibility

Support is available to Accredited Entities to the GCF, particularly Direct Access Entities, as well as applicants under the Project Specific Assessment Approach (PSAA). The facility is intended to enhance the balance and diversity of the GCF portfolio.
