This grant provides capacity-building and readiness support to help countries and institutions strengthen their ability to access and manage climate finance from the Green Climate Fund. Eligible recipients include National Designated Authorities (NDAs), Direct Access Entities, and other institutions developing climate finance pipelines.
About this grant
The Readiness and Preparatory Support Programme of the Green Climate Fund supports country-driven initiatives that strengthen institutional capacities, governance mechanisms, and planning and programming frameworks towards a transformational long-term climate action agenda. Readiness support is provided to developing country Parties of the UNFCCC through their National Designated Authorities (NDAs) and/or focal points, and funding can also be deployed to strengthen Direct Access Entities (DAEs). The programme addresses the capacity constraints that developing countries face in engaging with the GCF and in developing low-emission and climate-resilient strategies, multi-stakeholder coordination for climate planning, and knowledge-sharing. Support is designed to contribute to the implementation of commitments under the UNFCCC, including Nationally Determined Contributions, National Adaptation Plans and Long-Term Strategies. Under the Readiness Strategy 2024-2027 the programme has moved to a four-year, medium-term programming approach, with streamlined modalities (Country and DAE Support Modalities) and three objectives: institutional strengthening and strategic frameworks, pipeline development and implementation, and knowledge-sharing and learning. Supported activities include developing or updating country programmes, building strategic frameworks and climate investment plans, strengthening DAE accreditation standards and programming capacity, developing high-quality concept notes linked to GCF proposals, enhancing systems for oversight and reporting, and enabling South-South and regional cooperation. Countries may also request the placement of a GCF Liaison Officer within a national institution. Tailored support is provided to Small Island Developing States and Least Developed Countries.
