In context
This call is open to co-operatives, non-profits and community groups. Funding is a grant. Coverage is read from the notice itself: Netherlands. The funder accepts early-stage applicants.
This RVO subsidy helps Dutch VvE (owners' associations), housing associations and housing cooperatives fund the sustainable renovation of their buildings and the installation of sustainable heating options. Applications are accepted for requests submitted from 1 January 2024 through 31 December 2030.
About this grant
The SVVE (Subsidieregeling verduurzaming voor verenigingen van eigenaars) is a Dutch subsidy scheme that helps owners' associations (VvE's), residential associations and housing cooperatives make their buildings more sustainable. It offers subsidy for three types of sustainability measures: energy-saving insulation measures (cavity wall, facade, roof or attic floor, floor or crawl space insulation, and replacing glass with HR++ or triple glazing, possibly with insulating frame panels or doors), sustainable heat options (heat pumps, solar boilers, and connection to a district heating network, the latter only for VvEs fully owned by occupants), and a Zeer Energiezuinig Pakket (ZEP), a comprehensive package that insulates the whole thermal envelope plus CO2-controlled or heat-recovery balanced ventilation with at least 85% efficiency. Applicants can also request extra subsidy for additional measures such as energy-efficient ventilation systems, dynamic hydronic balancing of heating, and energy displays or smart thermostats, but only in combination with insulation, heat options, a ZEP or a district heating connection, and only for VvEs that are 100% owner-occupied. Extra subsidy for construction supervision (bouwbegeleiding) is available when applying for a ZEP or at least two measures costing together at least EUR 100,000. Subsidy amounts are expressed per square metre, with higher rates when two or more main measures are applied for together, and a bonus of EUR 4,000 per dwelling for ZEP projects meeting minimum insulation values. Biobased insulation materials attract an additional bonus. The application period runs from 1 January 2026 to 31 December 2030. Applicants must apply before carrying out measures, and should check for grid congestion in their region before applying.

Eligibility
The scheme is open to mixed and fully owner-occupied owners' associations (VvE's), residential associations and housing cooperatives. A VvE must have at least one owner-occupied dwelling to qualify; a mixed VvE contains both owner-occupied and rental dwellings. Rental dwellings are those with an official rental agreement. Heat network connections are available only to 100% owner-occupied VvEs; mixed VvEs seeking heat network connection must use the Stimuleringsregeling aardgasvrije huurwoningen (SAH) instead. Applications must be submitted before the measures are carried out. Geographic eligibility is Dutch (Netherlands); the scheme is administered by RVO. Residents in Groningen and Noord-Drenthe municipalities may combine SVVE insulation subsidy with Maatregel 29 of SNN if the SVVE grant was issued on or after 25 April 2023.
