About this grant

The Subsidieregeling Schoon en Emissieloos Bouwmaterieel (SSEB) Aanschaf is a Dutch government subsidy that supports the purchase or financial lease of new zero-emission construction machines, auxiliary functions and construction vehicles. It aims to speed up the shift away from diesel and other combustion equipment in the construction sector. Eligible machines run on a lead-free battery, a fuel cell (based on non-fossil hydrogen carriers), a mono-fuel hydrogen combustion engine, or mains electricity via a cable, and must appear on the official Lijst van bouwmachines with a J in the purchase-subsidy column. The subsidy covers a percentage of the additional cost compared with an equivalent combustion-engine machine: 25% for large enterprises and 30% for SMEs and micro-enterprises. For construction machines, the maximum is EUR 300,000 per machine below 300 kW continuous power and EUR 500,000 from 300 kW. For construction vehicles (N3 chassis), the subsidy is a share of the vehicle's sale price excluding bodywork, capped at EUR 43,900 for large firms and EUR 83,200 for SMEs. Charging infrastructure (codes A2.2, A2.3, A2.7, A2.12, A2.13) is calculated differently and must be applied for separately. Per enterprise or group, the annual maximum across SSEB Aanschaf and SSEB Retrofit combined is EUR 1.5 million. The page states that the scheme is currently closed for applications. The 2026 window ran from 3 March 2026 09:00 to 30 October 2026 17:00, with a total budget of EUR 50 million. The page also reports that the budget was already fully committed, with nothing remaining as of 19 October 2026. Funds are allocated first come, first served, and if the budget runs out on a day with more complete applications, a lottery is held among them. SSEB and MIA (Milieu-investeringsaftrek) cannot be combined in 2026.

Eligibility

Applicants must be enterprises or groups of enterprises with a registered address in the Netherlands, entered in the Dutch trade register under one of the SBI codes 39, 41, 42, 43, 49410, 50201, 77120, 77320, 77340 or 77390 at the time of application. The enterprise must not be an undertaking in difficulty as defined in the General Block Exemption Regulation. Applicants can be construction firms buying or leasing new zero-emission construction machines for their own use, or companies that rent or lease such machines to other businesses. The applicant must become the owner of the machine, or own it at the end of a lease. The contract or quotation must be in the applicant's name, and the purchase agreement must contain a binding condition that the purchase proceeds only if SSEB subsidy is granted. Machines must be new and zero-emission, used at least 70% of the time for open-air construction work in the Netherlands, and have a continuous electric power of at least 8 kW if electric. Auxiliary functions on trucks must meet at least Euro VI, and on construction machines at least stage V. Subsidy is limited to machines that are not already subsidised under other schemes in the same way, and the applicant must keep the machine for four years after final determination.

How it's scored

Applications are assessed on completeness and eligibility rather than a scored merit process. Requests are processed in order of arrival. If the budget is exhausted on a day when more complete applications were received, a lottery is held among all complete applications submitted that day. Subsidy is granted up to the amount stated in the decision, and the final subsidy amount at determination can never exceed the amount in the grant decision. No panel composition or scoring weights are described on the page.
