Koulutuskuntayhtymä OSAO is procuring a real-time indoor air condition monitoring system for its school premises, together with an associated expert service. The contract covers a cloud-based SaaS platform for environmental condition data, expert analysis, and the option to purchase IoT-based indoor air measuring devices. The system will first be deployed at the Kontinkangas facility and may later be extended to other OSAO sites. OSAO already owns some measuring equipment at Kontinkangas, and additional devices may be bought under this contract if monitoring is expanded. The procurement is not divided into lots. The buyer requires that a single supplier provide both the SaaS service and the measuring device solution, to ensure service integrity, measurement data reliability, single-point responsibility, and cost-effective maintenance over the contract period. Measuring devices, data transfer, cloud service, and analytics are treated as one functional whole. The contract period is two (2) years, followed by the possibility of two (2) one-year extension options. OSAO does not commit to fixed purchase volumes or to equipping all properties, and individual delivery volumes may vary according to each site's needs. Bidders must take into account that devices are purchased only when needed. A market dialogue was held on 25.9.2026 at 12:00, following a notice published in Hilma from 3 to 22 September 2026. Competition documents were sent to dialogue participants for comment from 13 to 19 October 2026.
