About this tender
The Municipality of Birwinken (Gemeinde Birwinken - Strassenbau und Werke) is procuring transport, recovery, treatment and disposal services for excavated soil and earth material contaminated mainly with lead and antimony. The material arises from the remediation of the 300 m shooting range at Birwinken (KbS-Reg.-Nr. 4901 D 10a/b), located at the backstop (Kugelfang) in Birwinken, 8585 TG, Switzerland. The procedure is an open tender under the Intercantonal Agreement on Public Procurement (IVöB). Services include providing and scheduling suitable transport vehicles (skips and tippers), hauling away the material fractions released by the specialist site supervision, and recovering, treating or disposing of the materials at licensed facilities. Heavily contaminated material must be treated in a soil washing plant. The contractor must also prepare the required consignment notes and transport and disposal records. The estimated total quantity is about 2,540 tonnes of contaminated soil and excavated material across different contamination classes. Actual quantities and material allocations may change based on results of investigations during the works. Excavation, material separation and loading are tendered separately and are not part of this tender. Evaluation quantities are for comparison only and are not guaranteed. Execution is planned for 10 January to 25 March 2027, in coordination with a separately contracted civil works company. The start is subject to required permits. The contract duration is not specified and the contract may not be extended.
Bidder eligibility
Eligibility criteria and required evidence are set out in the tender documentation, particularly document ET-02 'Allgemeine Bestimmungen'. Bidders must demonstrate economic, organisational and technical capacity to properly perform the disposal, recovery and transport services. The required transport permits and the intended disposal or recovery routes must be in place, and the contracting authority may request proof before award. Bidders must comply with statutory participation conditions under public procurement law, including working conditions, equal treatment, payment of taxes and social insurance contributions, and applicable environmental regulations. Bidding consortia are permitted, but all participating companies must be listed with their registered offices and a lead company must be named. Multiple tenders from consortia are not permitted. Subcontractors are permitted, but the bidder remains responsible for full performance, and all subcontractors and facilities must hold the required permits. Variants and partial tenders are not permitted.
How bids are scored
Award is made to the offer with the lowest adjusted total price, provided all eligibility criteria, participation conditions and technical requirements are met. The comparison price is calculated from the evaluation quantities defined in the tender documents and the offered unit prices, taking into account any discounts and cash discounts (Skonti). The evaluation is based 100% on total price; no separate quality weighting is disclosed. Prices must be stated in CHF excluding VAT, with VAT shown separately.

About this sector
Circular economy funding supports reuse, repair, remanufacturing, product redesign and secondary materials markets.
