About this tender

The Ajuntament d'Olesa de Montserrat is procuring clearing (desbrossament) services for municipal plots and road verges within its municipality. The contract is divided into three lots: Lot 1 covers clearing of municipal plots (desbrossament de parcel·les municipals); Lot 2 covers clearing of road verges (desbrossament de vorals de camins); and Lot 3 covers clearing of giant reed (Arundo donax, a Spanish-listed invasive species, referred to as 'canya'). All lots are priced by unit rates (preu unitari) and have no price revision. Lot 1 has a base budget of €224,523.51 excluding VAT (estimated value €269,428.21), Lot 2 has €32,833.44 excluding VAT (estimated value €39,400.12), and Lot 3 has €23,760.00 excluding VAT (estimated value €28,512.00). The overall estimated contract value is €337,340.32. The contract runs for three years from 1 August 2026, or from the contract signature date if later. No extensions are foreseen. Variants are not admitted, and no combined or integrating offers are allowed. Modifications of up to 20% of the contract price are permitted under article 204 of the LCSP, principally to increase the area, length, or frequency of clearing, and to increase reed clearing due to its rapid spread as an invasive species. Modifications cannot introduce new unit prices not already in the contract. Bidders may bid on one, two, or all three lots. The tender is restricted to special employment centres (centros especiales de empleo) of social initiative and to insertion companies, under protected employment programmes. Special social conditions require at least 30% of permanent staff to have a recognised disability, and bidders must sign a declaration on compliance with the municipal ethical code. Environmental conditions require EU Ecolabel or equivalent lubricants for chainsaw oils and two-stroke engine oils.

Bidder eligibility

Bidders must be special employment centres of social initiative or insertion companies, as the contract is reserved for these entities under protected employment programmes (Lots 1, 2 and 3). Business classification: Group O (Conservation and maintenance services of real estate), Subgroup 6 (Conservation and maintenance of mountains and gardens), Category 1 (contracts under €150,000). Economic and financial solvency: annual business volume in the best of the last three financial years must be at least 1.5 times the estimated value of the lot (Lot 1: €404,142.30; Lot 2: €59,100.19; Lot 3: €42,768.00), evidenced by annual accounts. Technical and professional solvency: a list of similar services performed in the last three years, with the highest annual cumulative amount at least 70% of the average annual contract value (Lot 1: €52,388.81; Lot 2: €7,661.13; Lot 3: €5,544.00), evidenced by a responsible statement. Staff requirement: at least 30% of permanent staff must have a recognised disability, certified by a competent body or by sworn declaration. Bidders must also sign a declaration on the Ethical Code of the Ajuntament.

How bids are scored

Open procedure, single envelope, scored entirely through automatic criteria. Each lot is scored 65 points on price (oferta econòmica) and 35 points on additional automatic criteria: Lot 1 on extra plot clearing area (superfície extra de desbrossaments), Lot 2 on extra linear metres of clearing (metres lineals extra), and Lot 3 on extra clearing hours (hores extra de desbrossaments). No points are allocated to criteria subject to value judgement (0 points).
