About this tender

The procurement concerns the collection and transport of mixed and separately collected municipal waste to a municipal waste installation (instalacja komunalna). The scope covers (a) residential properties within the Gmina Witnica municipal waste management system and (b) selected non-residential properties not covered by that system. The non-residential properties include buildings owned or managed by Gmina Witnica and its organisational units without legal personality, and facilities managed by the Miejski Dom Kultury w Witnicy (the Municipal Culture Centre, the Municipal Stadium, and village community centres in Nowiny Wielkie and Kamień Mały). For the Culture Centre facilities, the Gmina acts on its behalf under Article 38(1) of the Polish Public Procurement Law and a joint procurement agreement. These services are not funded from the municipal waste fee. Waste fractions to be collected are: unsorted (mixed) waste, paper, plastics (including multi-material packaging and metal), glass, biodegradable waste, hazardous/problematic waste, Christmas trees placed beside containers after the holidays, and medicines collected from containers at pharmacies in the Witnica town and gmina area. The contractor must also provide bags for selective collection, containers for the non-residential facilities, and collection from a selective waste collection point in Białczyk, no more than 3 km from the Town and Gmina Office. The contractor must equip that point with the necessary loading equipment and containers. The contractor provides the service to Gmina Witnica, which alone confirms performance using consolidated reports and waste transfer cards (KPO/KPOK). Detailed collection frequency and cleanliness rules are set by the local sanitation regulation (Regulamin) and the Municipal Council resolutions in force during performance. The detailed scope is set out in Annex No. 2 to the SWZ (Part B, Description of the Subject Matter of the Contract). The service period is 1 January 2027 to 31 December 2027.
