Economic and financial standing: proven via the DEUC (European Single Procurement Document), with joint and several liability required if the bidder relies on third-party capacities. Technical and professional ability: - Maintenance contracts for at least 3 electrical distribution and/or transformation installations at 220 kV or higher, each lasting at least 2 years within the preceding 3 years (evidenced by good-execution certificates). - ISO 9001 quality management certification. - Internal training programme and own procedures covering: 30 kV SF6-insulated cubicle switching, switching of GIS circuit breakers and disconnectors, and discharging of 220 kV transformers. - Registration as a High Voltage Installation Maintenance Company (Empresa Mantenedora d'Instal·lacions d'Alta Tensió) with the Departament d'Indústria of the Generalitat de Catalunya, listed in the RASIC under RD 337/2014 (certificate required from the proposed awardee). - All staff assigned to the contract must be appointed as qualified workers for high-voltage electrical risk under RD 614/2001. - ENS conformity certificate at basic level, or an equivalent in-force ISO 27001 certification, or a documented own ISMS (policy approved by the board, security regulatory framework covering the listed areas).
