About this tender

The contracting authority, Nadleśnictwo Łupawa (State Forests), is procuring engineering design services under the "Lasy dla mokradeł" (Forests for Wetlands) project, first procedure ("I postępowanie"). The scope is to prepare design and cost estimate documentation (dokumentacja projektowo-kosztorysowa) for a water-damming structure: a wooden oak weir (drewniana zastawka dębowa) with a 1.5 m bottom width and side slopes of about 45 degrees. It will be located in compartment 190f00 in the Flisów forest district, Czarna Dąbrówka commune, Bytów county, Pomeranian Voivodeship, on plot 190/1 in the Mikorowo precinct. The target is to raise the water level by about 30 cm above the terrain elevation of 102.0 m a.s.l., over a sub-area of 0.93 ha. The current water level is 20 cm. Design work is limited to what is necessary for the water structure, including any erosion protection and maintenance of the adjacent ditch. The design must calculate the volume of water retained and the total impact area. This covers surface inundation and groundwater impact, broken down by Natura 2000 areas, habitats within Natura 2000 areas, areas outside Natura 2000, and nature reserves. The buyer states that the aim is groundwater retention rather than creating an open-water reservoir. Deliverables and duration: the design documentation is due within 16 months of contract signature. Author supervision (nadzór autorski) runs from the launch of the subsequent public works tender until the works are properly completed, and no longer than 36 months from award of this contract.

Key requirements

  • ✓Design wooden oak weir (1.5 m base width, ~30 cm height) with hydrological calculations for groundwater retention
  • ✓Calculate retained water volume, surface area of impact on groundwater and surface water, with breakdown by Natura 2000 areas, habitats, and protected reserves
  • ✓Prepare full design and cost documentation within 16 months; provide construction supervision for up to 36 months
  • ✓Environmental compliance: erosion protection design, habitat impact assessment, coordination with forest management (Nadleśnictwo Łupawa)

About this sector

Water funding covers supply, sanitation, wastewater treatment, water efficiency, catchment management and flood risk. A large share is public procurement for infrastructure and services, alongside grants for innovation and access in underserved areas. Bidders and applicants are typically assessed on technical capacity, operating experience and community impact.
