About this tender

Renovasjonen IKS seeks to procure multiple electric refuse collection vehicles across seven separate lots to replace aging vehicles and increase capacity for waste collection and transport services. The procurement includes complete delivery of electric vehicles in various categories: standard refuse collection vehicles and specialized vehicles for different waste collection and transport purposes, including vehicles with automatic lifts, multiple chambers, hook lifts, lifts, cranes, and flatbeds. All vehicles must be electric and supplied with complete equipment, service agreements, spare parts access, and telematics systems. The procurement is structured into 7 separate sub-contracts to enable appropriate competition, good market adaptation, and efficient contract management. Bidders may submit offers for one or multiple sub-contracts, and multiple bids within the same sub-contract are permitted.

Bidder eligibility

Open procedure with no pre-qualification phase. All interested suppliers may submit bids through Hyyr platform. Bids are evaluated directly without dialogue or negotiations beyond minor clarifications and corrections. Suppliers must follow instructions in the tender documents and may submit questions via the communication module in Hyyr. Tender validity period: 90 days. Electronic submission mandatory. Languages accepted: Norwegian, English. No reserved participation.

How bids are scored

Bids evaluated on multiple criteria per lot: Price (40% weight on Lots 1, 2, 3, 4, 5, 6, 7), Quality and Functionality (45% weight on all lots - assessing suitability for waste collection operations, operational safety, technical solution, route/task functionality, service arrangements, spare parts availability, and telematics), Delivery Time (15% weight on all lots). Climate and environment criterion listed at 0% weight (exemption noted: procurement has insignificant climate and environmental impact).
