Bidder eligibility
Bidders must: (1) hold accreditation as environmental assessor (Umweltgutachter/in) or environmental assessor organization (Umweltgutachterorganisation) for relevant NACE codes; (2) not be subject to exclusion under GWB §§123-124 or EU Regulation 833/2014 Article 5k; (3) submit participation request via eVergabe-Online messaging function; (4) provide evidence of eligibility and conflict-of-interest declaration. Bidders must immediately notify the procurement office of any changes affecting their eligibility status during the procedure.
How bids are scored
For individual contract awards: (1) formal compliance check under VgV §§56 ff.; (2) verification of bidder's qualification for specific NACE codes and conflict-of-interest declaration; (3) assessment of price appropriateness; (4) selection of most economically advantageous tender using pre-announced award criteria. Award goes to the most economically advantageous compliant offer.
