About this tender

Procurement for energy-efficiency retrofit works on a multi-family residential building at ul. "Dondukov" No. 55, block 7, in Kyustendil, Bulgaria, delivered as a single public contract covering design, works and supervision. The building is a third-category structure (per ZUT art. 137) with 272.00 m² built-up area, 1,767.84 m² gross floor area, one entrance and seven levels (semi-basement, five residential floors and an attic). It is a monolithic reinforced concrete frame with brick infill and a three-pitch timber-framed roof with tiles. The building remains occupied during works, so construction must protect residents and maintain the living environment, with access to individual units (including for window replacement) coordinated through the owners' association, which is a project partner. Activity 1 is preparation of a technical-design investment project covering architectural, structural (with technical check), electrical, water/sewer, HVAC, energy efficiency, fire safety, construction waste management, health and safety plan (including construction technology and schedule), detailed bills of quantities with resource-based price analysis, and technical specifications. Design solutions must reach at least energy class B and at least 30% primary energy savings, in line with the grant agreement BG16FFPR003-4.001-0277-C01, and must include the measures prescribed in the technical-characteristics and energy-efficiency audits. Activity 2 is construction and installation works per the approved design and building permit. Scope includes energy-saving measures ESM B1 (external wall EPS insulation, at least 14 cm, λ ≤ 0.034 W/mK), B3 (roof/attic-slab insulation with mineral wool, at least 12 cm), B4 (floor insulation, at least 14 cm), B5 (replacement of wood and metal windows with PVC double-glazed units, Uw ≤ 1.40 W/m²K) and C12 (LED lighting in common areas). It also covers audit-prescribed repairs and code-required works: gutter, downpipe and flashing replacement, full pitched-roof and terrace repair, raising non-compliant parapets to 1.05 m, a dry riser (2-inch) with outlets on each floor and at the fire-appliance access point, fire-barrier mineral wool strips (class A2), an EI 90 fire door at the stair-to-basement entrance, and dismantling and reinstallation of outdoor units of individual air conditioners during façade insulation. Final quantities are fixed by the approved design and BoQ. Activity 3 is author's supervision during construction under ZUT…

About this sector

Energy efficiency funding covers building retrofits, industrial process upgrades, heat recovery, efficient equipment and demand reduction. It arrives as grants for audits and capital works, as support schemes run by agencies and utilities or as public tenders for retrofit and energy services. Applicants usually need a baseline of current energy use and a measured saving.
