About this tender
The Landessportverband für das Saarland KdöR is procuring Technical Equipment (Technische Ausrüstung) engineering services under §§ 53 and 55 HOAI for the renovation of the listed Bogenhalle, part of the former Staatliche Sportschule complex, built 1950-1955. The ensemble includes the sports hall, the apparatus gymnasium (Gerätturnhalle), and the entrance building with changing rooms. Later additions from 1977, 1980 and 1989 are included in the building complex. The Schießhalle (shooting hall) added in 1989 is excluded from the measure. The scope covers Anlagengruppen 1-5 and 8, covering Leistungsphasen 3-9. The works include energetic renovation of the building envelope and fundamental renovation of the sanitary facilities. Installations for changing rooms, wet cells, heating and ventilation are described as worn out and in urgent need of replacement. A preliminary study identified measures needed to meet currently applicable heating energy consumption limits. Outdoor areas are excluded, except the access zone with stairs and ramps to the entrance building, where concrete repairs to the stairs may be included if economically justified and structurally confirmed. A heritage-protection permit (denkmalrechtliche Genehmigung) must be obtained. The works are expected to be publicly funded by the Saarland state government. The first cost estimate is EUR 8 million gross (cost groups 300-700), which refers to the construction project overall and not necessarily to this services contract alone. The client reserves the right to award individual Leistungsphasen in stages. There is no entitlement to the award of all phases, but the contractor must perform any phases called off. Planning starts immediately after award. Overall completion is stated as 'bis spätestens 31.12.2027' followed by an unclear second date '14.10.2033' in the source text, which should be verified against the tender documents.
