About this tender
The Collectivité de Corse is procuring an environmental assessment mission for the partial revision of the Plan d'aménagement et de développement durable de la Corse (PADDUC). The mission must produce the environmental impact report on the partial revision, support the iterative drafting of the projet de société and the revised documents, and prepare the referral file (dossier de saisine) for the environmental authority. The scope also covers, within the limits of the changes retained by the Collectivité, the PADDUC annexes referred to in article 4. These include the Schéma de mise en valeur de la mer (SMVM), the Schéma régional de cohérence écologique (SRCE / trame verte et bleue) and the Schéma régional climat-air-énergie (SRCAE). Services are paid under fixed-price arrangements. The phasing of the operation is detailed in the cahier des charges. The main place of performance is Ajaccio (Haute-Corse), and the contract duration is 18 months. The market is not divided into lots and has no tranches.
Bidder eligibility
Aptitude to exercise the professional activity: the candidate must provide a DC1 sworn declaration confirming it is not subject to any prohibition on tendering. Economic and financial capacity: the candidate must provide a statement of its overall annual turnover and of turnover from services comparable to the contract, for the last three available financial years. No minimum threshold is stated on the page. Technical and professional capacity: the candidate must list its main services performed over the last three years, with amount, date and recipient. Evidence consists of certificates from the recipients or, failing that, a candidate declaration. No minimum number of references is stated on the page.
How bids are scored
Award is based on two main criteria, as disclosed in the notice: - Technical value (70%): assessed against the technical memorandum completed by the candidate and the CVs of each team member. This criterion includes the proposed environmental assessment method for the PADDUC. - Environmental performance (5%): assesses concrete measures proposed to limit the environmental impact of contract execution, covering travel, digital tools, media and team organisation. It does not replace the assessment of the environmental assessment method, which is scored under technical value. - Price (25%): fixed-price services. The procedure allows award without negotiation. Variants are not permitted, and electronic catalogue submissions are prohibited.
