About this tender
Haugesund kommune (Haugesund Municipality, Norway) is procuring advisory consultancy services through two parallel framework agreements, one per lot (Delkontrakt A and B). Each lot will be awarded to up to two suppliers, provided enough suitable tenders are received. A supplier may bid for one or both lots and may be awarded both. The procurement is an open tender under the Norwegian Public Procurement Act (LOA) and Regulation (FOA), and the CPV-style classification covers engineering and construction consultancy, road and traffic design, pipeline design, geotechnical and technical surveys, and engineering support services. Lot A covers advice, planning and design in mobility, transport and zoning/regulatory planning, with emphasis on street and road planning, mobility, and attractive streets and public spaces. Work is linked to the Bypakken Haugesund–Karmøy state grant scheme (adopted 2024), which aims to reduce emissions, congestion, air pollution and noise. Estimated value is NOK 15,000,000 excluding VAT. Lot B covers advice, design and technical assistance for municipal infrastructure, including roads, water supply (vann) and sewerage (avløp). It is also linked to Bypakken and to broader investment and maintenance projects. Estimated value is NOK 45,000,000 excluding VAT. The combined estimated value is NOK 60,000,000 excluding VAT. Each framework agreement runs for an initial 2 years, with the buyer able to extend by 1 year at a time, up to two times, for a maximum total of 4 years (48 months). Work can generally be performed from the supplier's own premises, but physical presence at the buyer's offices or in Haugesund and surrounding Haugalandet area is required for some work, meetings and site inspections (befaringer). Framework agreements are concluded without reopening competition.
Bidder eligibility
Standard exclusion grounds apply and are documented through the ESPD (European Single Procurement Document). Specific selection criteria are set out in the procurement documents (konkurransegrunnlaget), which were not included in the notice text. Key personnel and experience requirements in the award criteria: for Lot A, a core team of three (3) resources in road and street planning, at least one of whom must be a senior consultant (seniorrådgiver) in road and street planning. For Lot B, four (4) key personnel are required: three (3) senior consultants in water and sewerage (VA) and one (1) senior consultant in road and street planning. CVs must list between one (1) and three (3) reference projects per person, documented sufficiently to show relevance to the framework agreement. Maximum 2 lots per tender, and maximum 2 suppliers per lot. Tenders must be submitted in Norwegian. Variants and electronic catalogues are not permitted. Only one tender per tenderer is allowed.
How bids are scored
Two award criteria, each weighted 50%: (1) Price, evaluated on the evaluation sum in the price schedule (Bilag 5 vedlegg 1), with prices stated in NOK excluding VAT. (2) Quality, evaluated on an overall assessment of the following elements, listed in priority order without disclosed sub-weights: (a) competence and experience of proposed key personnel, including CVs and reference projects; (b) delivery of assignments, including call-off start-up process, project methodology and quality assurance plan, follow-up of deviations such as delays and absence, and how the supplier will create added value through specialist competence. Section (b) is limited to a maximum of 3 A4 pages, in Open Sans 10pt or larger. For Lot B, VA experience (pipeline design, coordination with other utilities, technical VA installations) and experience with VTS analysis, security management systems and protection of critical societal infrastructure will be weighted particularly. The notice states quality is weighted under 'priority order' rather than with numeric sub-weights.
