About this tender
The City of Longueuil is seeking professional engineering services through three (3) framework contracts (contrats-cadres) for urban infrastructure and sustainable mobility. Each framework contract covers the preparation and coordination of preliminary studies, preliminary designs (avant-projets), master plans, plans and specifications, and construction-phase services under the City's local and agglomeration three-year capital programs. The disciplines in scope are: municipal engineering (rehabilitation and reconstruction of municipal infrastructure, drinking water, sewers, stormwater management, roads, parking, paving, curbs and sidewalks, landscaping, and urban forestry); road and public-space lighting and electrical work (parks, playgrounds, sports fields, trails, bike paths, parking, EV charging stations); traffic signals, including traffic studies, counts, pedestrian signals, upgrades and optimization of control systems, and road safety measures; and structures and engineering works (design, plans and specifications, general and specialized inspections, studies and assessments). As needed, complementary services may be required in process mechanics (valve chambers, pumping stations and other municipal equipment), instrumentation and control (including telemetry systems), and urban utility networks (RTU) for extension, integration, relocation or burial works. Each framework contract holder will carry out 15 to 20 separate multidisciplinary assignments simultaneously, of varying scale. The planned duration is 48 months from an anticipated award in January 2027, and some assignments may extend beyond that period.
