The procurement concerns the service of receiving, recovery, and disposal of mixed municipal waste (EWC code 20 03 01) collected by the contracting authority IVKOM d.o.o. through its public mixed municipal waste collection service. The waste is to be handed over EXW at the tenderer's waste management facility location, unloaded. The quantity covered under this negotiated procedure is 1,000 tonnes of mixed municipal waste. This is a direct award (negotiated procedure without prior publication) justified by two failed open procedures: the first published on 15 March 2024 (reference 2024/S F02-0002202) for 4,200 tonnes received no tenders and was cancelled on 23 April 2024; the second published on 28 July 2025 (reference 2025/S F02-0008822) for the same subject, allowing offers by groups of lots, also received no tenders and was cancelled on 9 September 2025. The contracting authority also revised the estimated contract value upward following a market analysis indicating the original estimate did not reflect current market conditions. The contract is not financed by EU funds and is covered by the Government Procurement Agreement (GPA). No framework agreement or dynamic purchasing system is used, and no renewals are foreseen.
