About this tender
Sirkula IKS, GLØR IKS, Midt-Gudbrandsdal Renovasjon IKS (MGR) and Hadeland og Ringerike Avfallsselskap AS (HRA) are procuring a framework agreement for transport and receipt of treated (impregnated) timber waste. The procurement is run by the purchasing cooperation Innsikt Innkjøp on behalf of the four buyers, using an open procedure on the Hyyr platform with no prequalification stage. The existing agreement expires and the new one is to apply from 02.02.2027. The scope covers collecting impregnated timber from each buyer's sites, transporting it to an approved receiving or incineration facility, and treating the waste. The framework is call-off based, so collection frequency varies by buyer. Estimated annual volumes are: Sirkula 1,500 tonnes, GLØR 1,200 tonnes, HRA 1,400 tonnes and MGR 400 tonnes. Estimated value across all lots is NOK 12.3 million excl. VAT, with a maximum value of NOK 23 million across all lots. Four lots (LOT-0001 to LOT-0004) are tendered separately. Each lot runs for 47 months, with two optional one-year extensions (2+1+1). The buyers reserve the right to make additional purchases from the contractor. For Sirkula, GLØR and HRA, the use of zero-emission and/or biogas vehicles is scored under the environmental criterion. For the HRA lot, zero-emission and/or biogas transport is an absolute requirement.
Bidder eligibility
The page does not list detailed eligibility requirements. It states that selection criteria are set out in the procurement documents, available on the Hyyr platform (https://hyyr.no/procurement/cmu11a490001s04jvvway78fp). Exclusion grounds apply under the Norwegian Public Procurement Regulations (Anskaffelsesforskriften, based on Directive 2014/24/EU). Each bidder may submit tenders for a maximum of 4 lots, and a single bidder may be awarded a maximum of 4 lots. Submissions must be in Norwegian, and only one tender per bidder is permitted per lot. For the HRA lot, bidders must commit to zero-emission and/or biogas transport.
How bids are scored
Lot-level award criteria as disclosed on the page: LOT-0001 Sirkula: Price 70%; Environment – fuel (share of biogas and/or zero-emission vehicles, scored at percentage divided by 10, so 44% gives 4.4 points) 15%; Environment – energy utilisation (R1 value or energy efficiency of the receiving facility, linear scale, best offer 10 points) 15%. LOT-0002 GLØR: same structure as LOT-0001 (price 70%, fuel 15%, energy utilisation 15%). LOT-0003 MGR: price 70%; fuel 15%; energy utilisation 15%. LOT-0004 HRA: price 70%; energy utilisation 30%. Fuel is not scored because zero-emission and/or biogas transport is a mandatory requirement. Price is evaluated using estimated tonnages from the price schedule, based on the last two years' volumes. These estimates are not binding on the buyer. The HRA disposal deviation fee is excluded from the evaluation price.
