İSKİ (Istanbul Water and Sewerage Administration), through its İkitelli Water Treatment Branch Directorate, is procuring the supply and installation of a hydrophore (pressure booster) system for the Taşoluk Water Treatment Plant in Arnavutköy, Istanbul. Bidder eligibility

Bidders must submit the following documents through EKAP: (1) a bid letter; (2) documents proving authority to bid, including information on managers, partners, shareholding ratios (excluding publicly floated shares) and founders for legal entities, and representative documents if bidding by proxy; (3) a provisional guarantee (geçici teminat); (4) a joint venture declaration if bidding as a joint venture; and (5) a domestic goods certificate (yerli malı belgesi) if claiming the domestic price advantage. Bids are open to both domestic and foreign bidders. Consortium bids are not permitted. How bids are scored

The economically most advantageous tender is determined solely on price (sadece fiyat esasına göre). A 15% price advantage (%15) applies across the entire tender in favour of bidders offering domestic goods. Bidders must provide a provisional guarantee of at least 3% of the bid price (the amount is set by the bidder but may not be less than 3%). Bids must remain valid for 180 calendar days from the tender date. Bids that the commission identifies as abnormally low will be asked to justify their price under Article 38 of Law 4734.
