Bidder eligibility

Economic and financial solvency is based on annual general turnover (volumen anual de negocios) without VAT: minimum 150,000 EUR per lot; 300,000 EUR if bidding for two lots; 450,000 EUR if bidding for three lots. Technical solvency is based on the main supply relationship (relacion principal de suministros) with minimum values without VAT: 190,000 EUR per lot; 380,000 EUR for two lots; 570,000 EUR for three lots. Bidders must not fall under the LCSP 9/2017 exclusion grounds, including bankruptcy-like situations, insolvency, tax or social security debts, professional misconduct, false declarations, conflict of interest and related grounds. Special execution conditions (environmental, social and gender equality) apply. Bidders must provide a definitive guarantee of 5% of the award price (excluding VAT) for the awarded lots.

How bids are scored

Price is not the only award criterion. Total weighting is 100 points, split 52% economic (cost-related) and 48% quality. Cost-related criteria: economic proposal (Propuesta economica) 37 points; extension of the warranty period (Ampliacion plazo de garantia) 15 points. Quality criteria: technical characteristics of the equipment and energy production 25 points; implementation proposal 10 points; maintenance service during the warranty period 5 points; list of materials to be supplied 5 points; monitoring software 3 points. The quality criteria are assessed through a value judgement envelope (juicios de valor). The economic formulas envelope is opened later.
