Original: L’objecte del present contracte és la prestació del servei de manteniment, obres i subministrament vinculats a les instal·lacions elèctriques, parallamps, climatització, gas, calefacció, aigua calenta sanitària, energia solar, calderes de biomassa, la xarxa de distribució i les diferents subestacions instal·lades a cadascuna dels edificis de la xarxa de calor dels equipaments educatius, aparells elevadors, portes automàtiques, fontaneria i grups electrògens dels edificis i equipaments municipals de Sant Pere de Ribes, d’acord amb la relació que es contempla a l’inventari dels immobles municipals., de conformitat amb aquest. plec de clàusules administratives particulars i de prescripcions tècniques. Amb la finalitat de garantir una correcta execució del servei d’acord amb l’objecte del contracte, s’inclouran les següents prestacions: - Prestació P1, manteniment preventiu i normatiu de les instal·lacions. - Prestació P2, manteniment correctiu, avaries i incidències de les instal·lacions. - Prestació P3, manteniment modificatiu, nous elements i adequació a la normativa.

The Ajuntament de Sant Pere de Ribes is procuring a mixed services, supply and works contract for the maintenance of building installations in the municipal buildings and facilities. The scope covers electrical installations, lightning protection, air conditioning, gas, heating, domestic hot water, solar energy, biomass boilers, the distribution network and substations serving the district heating network of the education facilities, lifts, automatic doors, plumbing and generator sets. The properties are listed in the municipal property inventory. The contract is structured in three service provisions. P1 covers preventive and regulatory maintenance of the installations. P2 covers corrective maintenance, breakdowns and incidents. P3 covers modifying maintenance, new elements and adaptation to regulations. Equipment and materials are included within P2 and P3. The contract is not divided into lots. The file justifies this under Article 99.3.b) of the Spanish public procurement law, on the grounds that the services must be technically coordinated and that splitting them among several contractors would hinder correct execution. Pricing is unit-based, with no price revision foreseen. The initial term is 2 years from formalisation. It may be extended annually for up to 2 further years (2+1+1) by mutual agreement, with extension notified at least 2 months before expiry. Modifications are foreseen according to the justification report and the administrative specifications. Variants are not admitted.

Bidder eligibility

Business classification: Group P (Repair and maintenance services for equipment and installations), Subgroups 1 (electrical and electronic equipment and installations), 2 (plumbing equipment, water and gas pipes) and 5 (safety and fire-fighting equipment and installations), all Category 1 where the contract amount is below EUR 150,000. Economic and financial solvency: annual volume of business, evidenced by annual accounts. Technical and professional solvency: list of services or works of the same nature carried out in the last three years, evidenced by certificates or declarations of good execution. A responsible statement is also required. Languages for bids: Catalan, Spanish, English or Aranese.

How bids are scored

Total score 100 points, split as follows. Price (automatic), 54 points: P1 preventive maintenance price, 30 points; P2 and P3 equipment and materials, 8 points; P2 and P3 hourly rate for foreman/first-class official/specialist, 8 points; P2 and P3 hourly rate for second-class official/assistant, 6 points; P2 corrective maintenance travel price, 2 points. Other automatic criteria, 11 points. Criteria subject to value judgement, 35 points: organisation, qualifications and experience of the assigned personnel.
