About this tender

The buyer, 16 Wojskowy Oddział Gospodarczy (16th Military Economic Unit), is procuring collection of municipal solid waste, both sorted and unsorted, across the operating area of 16 WOG in Drawsko Pomorskie, Poland. The service covers emptying, transport and disposal of solid waste from locations designated by the buyer. The procurement is split into four parts, each corresponding to a Security Group (Grupa Zabezpieczenia): Part 1 covers GZ Drawsko Pomorskie, Part 2 covers GZ Złocieniec, Part 3 covers GZ Wałcz, and Part 4 covers GZ Wałcz/Rejon Nadarzyce. Estimated quantities and locations are set out in Annexes 1A to 1D to the tender documents. Container numbers, capacities, placement (subject to construction and environmental law) and collection frequency with weekday will be agreed in writing with the buyer's representative through a schedule drawn up separately for each Security Group. Sorted waste containers must be provided separately for each waste type and permanently labelled, covering paper and cardboard, glass, plastics and metals, bulky waste, and biodegradable waste. The contract period runs from 1 January 2027 to 31 December 2027, i.e. approximately 12 months. The detailed specification is contained in an annex to the Specification of Essential Terms (SWZ), which is not included in the notice text. The buyer requires that all workers directly performing the collection, emptying, transport and disposal work be employed by the contractor and/or subcontractors under employment contracts (umowa o pracę) for the full contract period, in line with Article 22 §1 of the Polish Labour Code.

Bidder eligibility

Bidders must be entered in the register of regulated activity for the collection of municipal waste, kept by the executive body of the municipality under the Act of 13 September 1996 on maintaining cleanliness and order in municipalities. Registration is required for each municipality where the relevant part will be performed: Part 1 - Drawsko Pomorskie and Kalisz Pomorski municipalities; Part 2 - Złocieniec municipality and Szczecinek city; Part 3 - Wałcz city, Kalisz Pomorski municipality; Part 4 - Jastrowie municipality. Bidders must also commit to employing all workers performing the service directly under employment contracts for the full contract period. No financial standing thresholds, prior experience requirements or certifications are stated in the notice text; these may be set out in the SWZ.
