The Ajuntament d'Esparreguera is procuring the collection and transport of municipal waste in the municipality of Esparreguera (NUTS ES511). Bidder eligibility
Economic and financial standing: minimum annual business volume of EUR 2,211,454.60, measured on the best of the last three available financial years (or from the company's incorporation or start-of-activity date if more recent). Technical and professional capacity: execution, within the last three years, of services of equal or similar nature to the contract object, for a cumulative amount of at least 1,263,688.34 in the year of greatest execution (currency not stated, presumed EUR). Evidence requirements are set out in section 1.10 of the PCAP. Definitive guarantee of 5% of the contract value is required. No provisional guarantee applies. Tenders must be submitted in Catalan or Spanish, and bidders must complete the DEUC. The offer validity period is 2 months.
How bids are scored
Total score of 100 points, split as follows: - Price: 35 points (automatic). - Other automatic criteria: 40 points in total, comprising: - Improvement to container and container-location washing service: 10 points. - Environmental education criterion, as a percentage of the annual award price allocated to environmental awareness campaigns: 10 points. - Management of residual containers in municipal campaigns: 10 points. - Annual bag of additional brigade-team hours: 5 points. - Annual bag of hydro-cleaning-team hours: 5 points. - Technical report (memòria tècnica), subject to value judgment: 25 points. The price/quality split is therefore 35 price and 65 quality (40 automatic plus 25 judgment-based).
