About this tender

The procurement covers the collection and treatment of municipal waste from property owners in the Gmina Tomice area for 2027-2028, together with the organisation and operation of a Selective Municipal Waste Collection Point (Punkt Selektywnej Zbiórki Odpadów Komunalnych) for residents. The contractor must collect and recover or dispose of municipal waste from residential and non-residential properties listed in Table 1 of the SWZ (section 4.3.3). The estimated total quantity is 4,300 Mg over the contract period. The quantities are forecasts based on reporting data from January 2025 to June 2026 and projections for July to December 2026, and may be reduced without compensation claims by the contractor. The contractor must pursue recycling, preparation for reuse and other recovery targets for paper, metals, plastics, glass, and non-hazardous construction and demolition waste, and must reduce the biodegradable waste sent to landfill, in line with the Polish Act on Maintaining Cleanliness and Order in Municipalities and the Małopolska Voivodeship Waste Management Plan. The contractor must actively verify residents' sorting at the point of collection, report every case of non-compliance with photographic evidence and property addresses, keep separately collected fractions from mixing during transport, and deliver waste to recovery and disposal installations consistent with the waste hierarchy. The contractor must also supply separate collection bags to properties: for single-family homes, multi-family buildings, and non-residential properties generating municipal waste, in sufficient quantities, with specified colours, capacities and markings set out in the Gmina's cleanliness regulation. An estimated 440,000 bags will be needed over the contract term. Black bags for mixed waste must be made available on request for a fee in justified cases, such as remote locations off the collection route. The contract duration is 2027-2028. The buyer may award up to 50% of the estimated quantity to the incumbent contractor as a repeat service under art. 214(1)(7) of the Polish Public Procurement Law (Pzp).
