About this tender

Loppa kommune is procuring a general contract (NS 8406) to upgrade the harbour facilities in Øksfjord, Finnmark. The scope includes building two new breakwaters (moloer), a new pumping station, a sewer pipeline and an access road. Seabed dredging under Molo Sør is required to achieve adequate geotechnical stability before filling. Dredged material is to be reused as core material in the breakwaters and as backfill in trenches, with any surplus delivered to an approved reception facility. The works include filling, widening and extension of Molo Nord, a turning area (snuplass), and concrete works on the new and existing breakwaters. The concrete works are priced as options, covering breakwater deck slabs, parapets and overlay casting on existing structures, and the contracting authority may order all or part of them. There are also optional items for demolition and reinstatement of about 200 metres of existing sewer pipeline on land. Environmental controls such as bubble curtains and turbidity monitoring must be applied during marine works. The existing sewer pipeline must be relocated and rerouted, with the new pumping station in operation, before marine work starts. Part of Molo Nord must be built before dredging begins so that dredged material can be encapsulated and particle spread reduced. Works are to be executed according to the design basis and associated drawings. The indicative contract period runs from 18.12.2026 (start) to 05.11.2027 (end), about 11 months. The estimated value is NOK 95,000,000 excluding VAT. This is a single-lot open procedure above EEA thresholds under the Norwegian Public Procurement Act (LOA) and Regulation (FOA).

Bidder eligibility

Bidders must not fall under the mandatory and discretionary exclusion grounds in the notice (corruption, fraud, money laundering, criminal organisation, terrorism, child labour and human trafficking, environmental, labour and social law breaches, distorting competition, grave professional misconduct, misrepresentation, conflicts of interest, prior serious contract breaches, bankruptcy, insolvency and similar situations). Unpaid tax and social security contributions in the country of establishment and in Norway also constitute grounds for exclusion. Norway's purely national exclusion grounds apply. Selection criteria are documented through the ESPD (EU Single European Procurement Document). The notice does not state specific turnover, financial standing or experience thresholds in the visible text. The contractor must provide a performance guarantee (sikkerhetsstillelse) using form Byggblankett 8406 B, approved by the project manager before the first instalment is paid. Bids must be submitted electronically and only one bid per bidder is allowed.

How bids are scored
