About this tender

The City of Wildeshausen (Lower Saxony) is procuring HLS planning services (Heizung, Lüftung, Sanitär, i.e. heating, ventilation and plumbing engineering) for the new construction of the Düngstrup fire station (Feuerwehr Düngstrup) at Bauernschaft Düngstrup 11, 27793 Wildeshausen. The building's load-bearing structure is planned as a steel frame. The ground floor exterior shell is two-leaf masonry with facing, while the upper floor exterior shell and the roof covering are insulated sandwich panels. Electricity and heating are to be supplied by a photovoltaic system and a heat pump. The procurement is a two-stage restricted procedure with prior participation competition (Verhandlungsverfahren mit Teilnahmewettbewerb) under EU rules. In stage 1, applicants submit a participation application (Teilnahmeantrag) with suitability evidence. Applicants are scored on an evaluation matrix, and the 3 highest-scoring applicants are admitted to negotiations. In stage 2, the admitted applicants present on the award-criteria topics (TGA/HLS) at a negotiation meeting and submit a fee offer (Honorarangebot), which is evaluated. The service is a staged order (Stufenauftrag) covering HOAI-style service phases 1 to 8, with the contract term of 01.01.2027 to 31.03.2027 applying to phases 1 to 8 only. The term is extended if phase 9 is ordered. The fee schedules are provided for cost groups (KG) 410, 420 and 430. Variant bids (Nebenangebote) are permitted, but only one main offer per bidder is allowed. The estimated value is EUR 2,170,000 excluding VAT.

How bids are scored

Two-stage procedure. Stage 1 (participation): applicants are ranked on a published evaluation matrix explained in the participation application; the top 3 are admitted to negotiations. Ties are decided by lot. If fewer than 3 applicants qualify, the contracting authority may cancel the procedure or continue with fewer. Stage 2 (award): award criteria are set out in the annex 'Themen für Verhandlung – Zuschlagskriterien und -matrix TGA/HLS'. Admitted applicants present on those topics at a negotiation meeting, which is scored according to that matrix. Weightings are taken from the matrix and are not disclosed on the page. The fee offer (Honorarangebot) is scored separately in stage 2. The contracting authority reserves the right to award on the initial offer without negotiation. No explicit price/quality percentage split is given on this page.
