About this tender
Lærdal kommune is procuring planning consultancy services to prepare a complete area zoning plan (områderegulering) for comprehensive flood protection of Lærdalsøyri, the municipal centre, which is exposed to flooding from the Lærdalselvi river. The municipality is the contracting authority and is responsible for the plan. It works in close cooperation with the Norwegian Water Resources and Energy Directorate (NVE), which is running a parallel pre-project. A feasibility study by Multiconsult, commissioned by NVE, found that the area can be protected but requires extensive measures on both sides of the river across a large geographic area. These measures must be planned before they can be designed and built. The plan must zone land for flood protection measures and secure the areas needed for access, construction, site setup, operation, supervision and future maintenance. It must also take account of existing settlement, business, agriculture, infrastructure, landscape, nature values and cultural heritage. The supplier must ensure professional coordination across the disciplines and produce documented, consistent outputs: specialist reports, impact assessment (konsekvensutredning), risk and vulnerability analysis, plan map, planning regulations (reguleringsføresegner) and plan description. The planning programme was adopted by the municipal council on 10 September 2026. It sets the framework for the process, public participation, alternatives to be assessed and the investigations to be carried out. The work is a single lot (LOT-0001) with an estimated value of NOK 3,000,000 excluding VAT. It can be carried out largely digitally, but travel is expected as priced in the price schedule and requirement specification. The assignment runs until final plan adoption and completion of the plan documents, with the aim of having documents ready for final handling by the end of 2028. Duration is recorded as unknown in the notice. The procurement is not funded by EU money and has no reserved participation. Note on currency: the notice gives NOK 3,000,000. The USD figure in budget_max_usd is an approximate conversion at about 10.5 NOK per USD, since NOK is not in the standard conversion table.
Bidder eligibility
The notice does not list specific eligibility requirements on the page. It refers to exclusion grounds (grunnlag for avvisning) and selection criteria (utvelgelseskriterier) that are set out in the procurement documents on the Hyyr platform. The procedure is open, with no prequalification stage. Bids are evaluated directly. Key personnel are assessed under the award criteria: relevant education and professional competence, experience with complex multidisciplinary planning, impact assessment and risk and vulnerability analysis, flood protection or natural hazard measures or major technical facilities, and interaction with municipalities, state authorities, landowners and other stakeholders. Experience with area zoning, flood protection and comparable complex planning is valued positively but is not an absolute requirement for each key person. Experience that cannot be linked to the named key personnel is not scored under this criterion.
How bids are scored
Award is based on a weighted score across three quality and price criteria, plus a climate and environment criterion that carries no weight. 1. Price: 40%. The evaluated total price is calculated by multiplying the offered hourly rates by the evaluation quantities in the price schedule, then adding any other price components in the schedule. Evaluation quantities are used only to make bids comparable and do not guarantee actual consumption. If a price item is left blank, the buyer may use the highest relevant price in the bid, provided this does not change the bid. 2. Understanding of the task and implementation plan: 30%. Assessed on understanding of the purpose, complexity and key challenges; concrete and relevant working methods; coordination across disciplines and plan documents; realistic progress and resource allocation; identification and mitigation of key risks and dependencies; and a targeted, feasible plan for cooperation and participation. Extra value beyond minimum requirements is viewed positively. Length alone does not earn points. 3. Key personnel competence and experience: 30%. Assessed as a combined evaluation with internal weights: project manager 40%, senior area planner 40%, junior area planner 20%. 4. Climate and environment: 0%. The buyer has determined under the Norwegian procurement act (anskaffelsesloven section 5 b, third paragraph) that the climate footprint and environmental impact of the advisory service are insignificant. About this sector
Climate adaptation funding helps communities, infrastructure and businesses prepare for heat, flooding, drought and sea level rise. Most of it is public and multilateral money, often targeted at vulnerable regions and delivered with local government. Calls usually ask for a climate risk assessment and evidence that local people shaped the plan.
