About this tender
GIVAS IKS, the wastewater utility for the Kongsvinger region, is in an active decision phase on its future sewage solution. Two main alternatives are being studied in parallel and assessed on equal terms: (0) upgrading and rehabilitating the existing treatment plants, and (4) building a new shared wastewater treatment plant. No decision has yet been made between them. Procurement is run by Abakus AS on behalf of GIVAS, under the competitive procedure with negotiation (konkurranse med forhandling) in the Hyyr e-tender system. The service is project management, contract strategy development and project support on the client (byggherre) side for the whole project lifetime. The consultant must staff key roles within GIVAS's client organisation and help GIVAS carry out the client function. GIVAS keeps the client responsibility, including decision authority and overall responsibility for project delivery. Scope and set-up will be adapted to whichever alternative is chosen. Technical design of the treatment plant is procured separately and is not part of this contract. The contract is a services contract with a planned start on 01.03.2027 and end on 31.12.2032. The work runs until the new plant is completed and in operation, estimated 2031–2032, with an option to extend by up to 2 years on the same terms. The place of performance is Kongsvinger (Innlandet, Norway). The procurement is not EU-funded and has no reserved participation. The buyer has determined that the climate and environmental impact is insignificant, so no specific climate or environmental requirements apply. The procedure starts with a request to participate. The buyer will invite up to three qualified suppliers (minimum one candidate). Invited tenderers are evaluated after negotiations and any updated offers, and the contract is then awarded.
Bidder eligibility
Bidders must have documented experience from at least one comparable project (regarding execution capacity, scope, value and complexity) in which the bidder itself held the project management role for the client (byggherre). Reference projects must have a construction contract value (entreprisekostnad) of at least MNOK 750. Bidders must describe all relevant reference projects with completion date after 01.01.2020, stating for each: contract value, client name and contact person (name, phone, email), the bidder's role, and the scope of the assignment. References may be contacted. Ongoing projects may be used as references if the services delivered sufficiently document relevant experience. Experience from wastewater, water treatment or similar complex process plants is rated as more relevant than ordinary building projects. Experience from collaborative contracts (samspillsentreprise) is rated as particularly relevant. Exclusion grounds apply under the Norwegian regulations (Forsyningsforskriften / Directive 2014/24/EU). No financial standing thresholds are stated in the extracted text.
How bids are scored
Award is based on price and quality, with the following weightings: Price (Pris) 30%, assessed against a price schedule. Quality is 70% in total: Understanding of the assignment (Oppdragsforståelse) 20%, covering phase structure, critical success factors for GIVAS as client, handling of uncertainty around the alternative choice and political decision processes, and a tentative phase 1 schedule, limited to 8 A4 pages. Experience of leading personnel (Erfaring for ledende personell) 50%, based on 5 named key resources assessed collectively, with particular weight on large complex process plant projects, wastewater plants, contract strategy, collaborative contracts, public procurement, project management, construction law and market dialogue; documentation is a completed resource overview (Vedlegg 2) and CVs. Climate and environment carries 0% weight, as the buyer has stated the impact is insignificant. After negotiations, the final evaluation of the three offers is carried out.
