Bidder eligibility

Candidates must prove their ability to carry out the professional activity: a signed and dated letter of candidature (DC1 or equivalent), a signed sworn declaration, a current DC2 declaration of candidate (or equivalent), and the signatory's power of attorney to bind the candidate. Economic and financial capacity: a declaration of general annual turnover and turnover in the field covered by the framework, covering up to the last three financial years depending on company creation date, and a declaration of average annual headcount and supervisory staff over the last three years. Technical and professional capacity: a list of the main supplies delivered over the last three years, with amount, date and public or private recipient. Deliveries must be evidenced by recipient certificates or, failing that, by a candidate declaration. For groupings, each co-contractor must provide the documents above (except DC1). A single company or a grouping may be awarded the framework, with no specific legal form imposed, though a joint grouping's lead firm is jointly liable.

How bids are scored

Award is on the most economically advantageous tender, scored as follows: physical sample testing 30%, technical value assessed from the technical memorandum (mémoire technique) 30%, and price 40%. The buyer states that award without negotiation is possible. Samples that are missing or non-compliant lead to rejection of the offer.
