Konkurransen gjelder rammeavtale for levering av utstyr til tilfluktsrom på vegne av Skien, Porsgrunn og Bamble kommuner. Deltakende kommuner har ansvar for tilfluktsrom som er eid av kommunene. Kommunene har gjennomført tilstandskontroller på de fleste tilfluktsrom og tilstandskontroller på de resterende er satt i bestilling. I forbindelse med istandsetting av tilfluktsrommene skal det inngås rammeavtale med en leverandør av tilfluktsromsutstyr.
