About this tender

The City of Slavonski Brod (Grad Slavonski Brod) is procuring an operator to manage the municipal separate-collection sorting facility (Sortirnica) in Slavonski Brod. The facility will receive, sort, mechanically process, temporarily store and prepare for recovery separately collected recyclable municipal waste, including paper and cardboard, plastics, metals, glass and other recyclable fractions collected within the city. The operator must provide regular and preventive maintenance, equipment servicing, supply of spare and consumable parts, staff training for safe operation, and preparation and application of operating and maintenance instructions approved by the contracting authority. The facility manager is responsible for organising operations, managing the sorting process, coordinating staff, keeping prescribed records and reports, and arranging marketing of the separated secondary raw materials. The operator must also ensure compliance with contractual obligations, occupational safety, environmental protection and other applicable legislation. The contract runs for five (5) years. The estimated value is EUR 1,075,000.00 excluding VAT, or up to EUR 215,000.00 per year. This is the maximum fee the contracting authority may pay to cover the gap between justified operating costs and facility revenues. The assumed minimum input is about 3,200 t/year with a 60% separation efficiency, giving a target of at least 1,917 t/year of material prepared for recycling. The gate fee is EUR 0.00/t for separately collected waste up to 3,200 t/year, and the operator may propose cost-based fees above that threshold with the buyer's prior written approval. Payments are proportional to results achieved. If the target of at least 1,917 t/year is not met in the first full calendar year, the contracting authority may terminate the contract effective 31 January of the following calendar year. Detailed technical requirements are in Annex 1 (Technical Documentation / Requirements of the contracting authority), and bidders must offer in accordance with the technical specifications, bill of quantities, draft contract and all conditions in the tender documentation and its annexes.
