The SICTOM Nord Allier (Collecte sélective), located in Chézy (03230, Allier), is procuring the supply, delivery and installation of semi-buried waste containers (colonnes semi-enterrées) for two waste streams. The first is the collection of recyclable household packaging (paper-plastic-metal and glass, EMR/verre), using 4 and/or 5 m³ containers. The second is the collection of residual household waste (OMR), using 5 m³ containers. The contract is a single-attribute framework agreement (accord-cadre à bons de commande monoattributaire) under articles R2162-2 al. 2 and R2162-13 to R2162-14 of the Code de la commande publique. Orders are placed without re-opening competition at award. Quantities are: EMR/verre, minimum 4 and maximum 25 semi-buried containers; OMR, minimum 2 and maximum 20 semi-buried containers. The duration is 24 months. The place of performance is the SICTOM Nord Allier territory (FRK11, Allier). The procedure is an open adapted procedure (procédure adaptée ouverte). The buyer reserves the right to award on initial offers without negotiation, but may open a negotiation phase with all candidates afterwards. Irregular or unacceptable offers may be admitted to negotiation but can only be retained if they become regular or acceptable. Variants are not accepted. The contract may be modified under articles R2194-1 to R2194-10 of the CCP. The tender also applies decree no. 2024-134 of 21 February 2024 on the obligation to acquire reused or recycled-content goods through public procurement. Bidders must satisfy the conditions of professional capacity (aptitude à exercer l'activité professionnelle), economic and financial capacity, and technical and professional capacity.
