About this tender

Dublin City Council intends to establish a Single Party Framework Agreement with an Integrated Design Team to deliver planning, engineering, environmental, stakeholder engagement and other specialist consultancy services for the Clontarf Flood Defence and Public Realm Project (CFDPRP) along the Clontarf waterfront in Dublin. The site adjoins designated European sites, including Special Areas of Conservation (SAC) and Special Protection Areas (SPA), so environmental sensitivity is a central constraint. The project addresses existing and future coastal and surface water flood risk while delivering public realm enhancement, active travel improvements and environmental benefits. The initial call-off under the Framework requires the successful applicant to carry out all services needed to develop the project from commencement through option identification, scheme development, environmental assessment, statutory consent processes and detailed design. This includes technical studies, surveys, modelling, assessments, reports, designs and the application documentation needed to secure approvals and bring the project to a stage suitable for procurement and construction. The applicant must deliver a single, fully integrated and coordinated scheme covering flood protection, surface water management, active travel and public realm objectives. The Framework may later be used for related services such as procurement support, construction-stage services, post-consent services and other specialist consultancy. The contract duration is 7 years including any options and renewals. The project is subject to funding. The procedure is a restricted procedure under Directive 2014/24/EU, with a Works Related Services classification. Full documentation is available on eTenders (Resource ID 9181107). Note: the anchor closing date of 2026-10-30 corresponds to the end of the clarification period. The tender submission/request-to-participate deadline stated on the page is 13 November 2026 at 12:00.
