About this tender
HOFOR, a group of Copenhagen-area utility companies (HOFOR Spildevand and HOFOR Vand entities in several municipalities, plus HOFOR Fjernvarme P/S and HOFOR Bygas P/S), is establishing a Dynamic Purchasing System (DPS) to create a list of qualified soil receivers operating environmentally approved facilities. The DPS covers receiving, treating and onward disposal of soil from HOFOR's ongoing operation, renovation and construction works, plus activities that enable soil recovery and the supply of classified recycled or recovered materials in non-virgin form, such as washed gravel and sand. The soil may be dry or wet, documented or undocumented, and clean or contaminated. Onward disposal may be for cleaning, reuse in HOFOR excavations, or end use. The expected quantity is 6,650,000 tonnes, with a maximum of 9,800,000 tonnes. Annual volumes will be specified in the tender lists of later period purchase contracts. HOFOR will run mini-competitions under the DPS for period purchase contracts of 1 to 2 years, with options to extend by up to 24 months in total. HOFOR has no obligation to purchase any minimum quantity, is not bound to exclusivity, and may buy the same services outside the DPS within procurement rules. Tender conditions and contract documents will be made available when invitations to tender are sent. The DPS is open for the duration of the system, and only applicants admitted when an invitation to tender is issued may take part in that tender.
Bidder eligibility
Applicants must meet HOFOR's minimum suitability (egnethed) requirements and must not fall under any exclusion grounds under the Danish Public Procurement Act (Udbudsloven, LBKG nr. 116 of 3 February 2025, as amended). Applicants must operate or have access to environmentally approved (miljøgodkendte) facilities capable of receiving and treating soil. The specific suitability requirements and documentation are not reproduced on this page and must be checked in the full DPS documentation.
How bids are scored
Admission to the DPS is not competitive. All applicants that meet HOFOR's minimum suitability requirements and are not excluded are admitted. No price/quality split or scoring weights are disclosed on this page. Award criteria for the individual period purchase tenders will be published when those invitations to tender are issued.
