Enfield Council is seeking to appoint a single suitably qualified Consultant to carry out stock condition surveys across its housing stock of approximately 15,800 properties, including tenanted, leasehold and high-rise blocks. The surveys will refresh the Council's stock condition data in its Apex asset management system. The data will support the 30-year Business Plan, the Housing Asset Management and Sustainability Strategy, Decent Homes Standard and HHSRS compliance, the Homes (Fitness for Human Habitation) Act 2018, Awaab's Law, and the net zero carbon by 2040 and SAP 86 by 2030 targets. Services include validation surveys of existing records, attribute and characteristic surveys where data is missing or unreliable, whole-block surveys with an internal sample of about 10% of dwellings, and HHSRS assessments with immediate reporting of Category 1 hazards and Category 2 damp and mould. Other services include RdSAP EPC assessments by accredited energy assessors where instructed, resident liaison, appointment management and no-access evidence, weekly reporting, trackers and data uploads, and a 50-property pilot. The programme is indicatively 20% of stock per year, called off at fixed rates regardless of volume variation. The contract includes extension periods beyond an initial term. Bidder eligibility
