Renewable energy certificate (REC and EAC) tenders

Public bodies buy energy attribute certificates to back a claim that the electricity they use is renewable. In North America the instrument is the renewable energy certificate or REC, in Europe the guarantee of origin, and in many other markets the I-REC. Some buyers tender the certificates on their own, matched to their annual consumption; others ask for them bundled with an electricity supply contract, or require the supplier to retire them on the buyer's behalf.

The detail that decides these tenders is the specification of the certificate. Buyers may require a particular technology, a production country or region, a production year that matches consumption, new rather than old generation capacity, or a label that sets extra criteria. Retirement in the buyer's name and evidence suitable for emissions reporting under the market-based method of the GHG Protocol are normal requirements.
