About this tender
The Norwegian Ministry of Climate and Environment, which administers the Nordic program to reduce plastic pollution 2025-2027 under the Nordic Council of Ministers, is tendering a project on the traceability of chemicals in plastics and plastic products. The notice cites health, environmental and circular-economy concerns about chemicals of concern in plastics, and the need for better traceability to support regulators, recycling, monitoring, compliance and trade control. The contractor is to produce a consolidated global overview of the methods, approaches and systems currently used to promote traceability of chemicals in plastics along value chains. The work will consolidate and assess existing regulatory, technical and sectoral approaches across the EU, USA, China, Brazil, South Africa and selected Middle Eastern countries, and where possible translate them into prioritised, practical and implementable recommendations for increased transparency. The output is intended as targeted input to the ongoing Intergovernmental Negotiating Committee (INC) on the plastics treaty and to future treaty implementation, and is also relevant to the Global Framework on Chemicals and the Stockholm Convention. The final deliverable is a publicly available report, to be issued through NordPub under Nordic Council of Ministers guidelines. The contract is a single-lot services contract classified as research and development consultancy. Performance is anywhere in the EEA. The estimated duration runs from 1 January 2027 to 1 December 2027. The estimated value is 1,000,000 DKK excluding VAT, which is roughly USD 147,000 using the EUR peg (about 7.46 DKK per EUR) and the stated EUR-to-USD rate. The procurement is not funded by EU money and has no reserved participation.
