About this tender
Statsbygg requests bids for a total enterprise contract (K202) for replacement of existing ventilation units with new aggregates in the technical room on the roof of the UiO HSH building. The contract includes replacement of ventilation aggregates and improvement of related technical installations. Installation and commissioning are planned for summer 2027 when the university has low activity (May-August). The contract includes two optional elements: Option 1 - New supply riser to technical room on roof, and Option 2 - Cleaning of ventilation ducts. The project is located at Forskningsveien 3, 0373 Oslo, Norway. Mandatory site visit scheduled for Tuesday 13 October 2026, 13:00-14:30.
Bidder eligibility
Bidders must: (1) be a legally established enterprise, with company certificate (or equivalent per national law) or StartBANK ID for foreign firms; (2) demonstrate satisfactory financial performance capability, assessed via credit rating by Statsbygg, with turnover relative to contract value potentially weighted, and may be required to submit audited annual accounts or StartBANK ID; (3) provide sufficient experience with reference projects of transfer value, submitting up to 3 reference projects from recent years on a single A3 page using the specified qualification criteria form; (4) meet exclusion grounds including no bankruptcy/insolvency, no corruption convictions within 5 years, no criminal organization participation, no environmental/labour/social law breaches, no tax/social security payment defaults, no fraud convictions, and compliance with national Norwegian exclusion grounds as detailed in procurement documents.
How bids are scored
Bids will be evaluated on two weighted criteria: (1) Price - 70% weight; (2) Quality - offered personnel competence - 30% weight. Climate and environmental requirements are included as mandatory requirements in the specification rather than award criteria, as Statsbygg determined that concrete environmental requirements in the specification (including Eurovent-certified ventilation unit with high heat recovery, leakage management, SFP-value requirements, and high waste sorting standards for demolition) will achieve better climate and environmental effect than using these as award criteria.
