Bidder eligibility
Bidders must demonstrate professional qualification (Fachkunde), technical capacity, and reliability in contract performance, both at bid submission and throughout the works. Bidders must hold or demonstrate compliance with the quality assurance requirements of Gütesicherung Kanalbau RAL-GZ 961, assessment group AK 2 (Gütezeichen S + I + R + D). Proof may be provided through the RAL Gütezeichen Kanalbau for the required group, or as an equivalent by submitting a test report per Güte- und Prüfbestimmungen section 4.1 together with a commitment to conclude a RAL-GZ 961 quality assurance contract for the duration of the works (section 4.3) and to carry out self-monitoring (section 4.2). Equivalent certificates from third-party providers are accepted, and the contracting authority may request the underlying documents and test reports. Bidders must also provide evidence of current professional liability (Berufshaftpflichtversicherung) in sufficient amount. The contracting authority may request missing documents after submission. Bidders may submit bids for a maximum of two lots. The Single European Procurement Document (EEE) is used.
