About this tender

The Gmina Miejska Biała Podlaska (City of Biała Podlaska) is procuring municipal waste collection services covering properties in the city where residents live, and mixed-use properties where residents do not live but municipal waste is generated. The scope under CPV 90500000-2 (Refuse and waste related services) and related codes includes collection and transport of municipal waste, provision of bags for selective collection, and collection and treatment of expired and unused medicines from designated pharmacies listed in Annex 1 to the SWZ. The contractor must supply and deliver three types of selective-collection bags for single-family properties: blue paper bags (120 l, 0.08 mm, about 46,000 pieces), green glass bags (80 l, 0.08 mm, about 46,000 pieces), and yellow bags for metals, plastics and multi-material packaging (120 l, 0.06 mm, about 190,000 pieces). The contractor must also provide one replacement bag of each type per property at each collection, at its own cost, and leave the first bags at the first collection of each fraction. Containers and bags for other fractions are the responsibility of property owners. Estimated quantities for 2027 total about 17,640.2 Mg across 11 waste streams, including mixed residual waste (1,550 Mg), paper (650 Mg), glass (1,000 Mg), metals and plastics (4,650 Mg), green bio-waste (3,400 Mg), kitchen bio-waste (3,700 Mg), construction waste (1,600 Mg), household ash (820 Mg), textiles (270 Mg) and medicines (0.2 Mg). These quantities are indicative only. The contractor bears the volume risk and is not entitled to compensation for variance. Collection frequency, detailed specification, buyer and contractor obligations, and the contract template (Annex 2, with data processing agreement Annex 2a) are set out in the SWZ and its annexes, which were not included in this notice. The contract duration is not stated on this page.

Bidder eligibility

The contractor must hold civil liability insurance covering its business activity for the contract period, in effect no later than the start of service delivery. The minimum insured sum is 1,000,000.00 PLN gross, and the guarantee sum must be at least 100% of that amount. The policy may cover the full contract period or a shorter period, provided a copy of each renewal policy is supplied before the next insurance period begins. Other eligibility requirements (registrations, waste-handling permits, experience, financial standing) are not stated on this page and are presumably in the SWZ.

  • Provide selective-collection bags (blue, green, yellow) and collect pharmacy expired medicines
