Körfez Belediyesi (Kocaeli) is tendering the lease of operating and usage rights for the collection, transport and sale of four recyclable waste streams owned by the municipality: waste electrical and electronic equipment (WEEE), waste vegetable oil, glass packaging waste, and mixed packaging waste (paper, cardboard, plastic, metal, etc.). Estimated values are stated in Turkish lira excluding VAT: 43,700 TL, 235,680 TL, 6,800 TL and 1,092,000 TL respectively. The contract term is 1 year (365 calendar days) from the start date, which is the date the signed contracts are notarised. The contract ends automatically earlier if the estimated waste quantities in the technical specification are fully collected before that date. The auction takes place on 11/11/2026 in the Encümen Hall of the Körfez Municipality Service Building, Mimar Sinan Mah., Eşref Bitlis Cad. No:369, Körfez/Kocaeli, before the Municipal Committee (Encümen). Lot start times are 15:00, 15:15, 15:30 and 15:45. The specification can be viewed at the Climate Change and Zero Waste Directorate during working hours and purchased from the municipal cashier.

Bidder eligibility

Mandatory documents in the bid file: (1) Address declaration for Turkey; (2) Chamber of Commerce/Industry/Craftsmen registration certificate issued in the year of the first notice or tender date (natural persons also need ID and residence documents; legal entities need a registry certificate from the competent court or chamber); for joint ventures, each member submits its own documents; (3) Notarised signature declaration (natural persons) or notarised signature circular (legal entities); foreign entities need apostilled or consularised documents; (4) Joint venture declaration signed and notarised by each member, with a notarised partnership agreement if the venture wins; for bidding by proxy, a notarised power of attorney and the proxy's signature declaration; (5) Environmental permit/licence (Çevre İzin ve Lisans Belgesi) or Temporary Activity Certificate valid on the tender date, covering the waste codes in the specification, plus vehicle licences for waste-carrying vehicles; (6) Körfez Municipality 'no debt' certificate (Borcu Yoktur Belgesi); (7) Residence certificate (ikametgâh senedi); (8) Original receipt or bank guarantee letter for the provisional guarantee (geçici teminat); (9) Original receipt showing purchase of the specification fee; (10) Every page of the specification stamped and signed by the bidder. Bidders must buy a separate specification and submit a separate application file for each lot they bid on. Excluded from bidding: persons listed in Article 6 of Law 2886 and anyone banned from public tenders. No financial turnover thresholds or prior-experience requirements are stated.
