Bpifrance's Perf'Immo diagnostic helps owners and operators of tertiary buildings in France assess energy performance, set reduction targets under the Décret Tertiaire, and build costed, prioritised improvement scenarios. It also supports OPERAT reporting where needed.
About this grant
Diag Perf'Immo is a subsidised energy-performance diagnostic offered by Bpifrance under the CEE PACTE Entreprises scheme (energy-savings certificate programme). It helps private tertiary businesses that own or lease buildings assess the energy performance of their premises and plan renovations that keep them on track with the French tertiary decree (décret tertiaire), which requires a 40% to 60% reduction in energy consumption against a reference year, or reaching a regulatory threshold value. The programme is delivered by an approved energy-efficiency engineering office over a 10-month support period. Activities include collecting existing data such as building plans, construction methods, technical equipment, occupancy and energy consumption records; carrying out on-site observations and complementary measurements where needed; producing an energy balance; setting performance objectives consistent with the tertiary decree; and preparing costed renovation scenarios. The provider can also help with the company's declaration on the OPERAT reporting platform where relevant. The cost of the diagnostic is quoted per site, typically between 3,000 and 17,000 euros excluding VAT depending on surface area and complexity. The CEE PACTE scheme subsidises 50% of the excluding-VAT cost, capped at 8,500 euros per site, for up to four sites. Very complex sites above this pricing band may be handled outside the scheme, subject to eligibility. Eligible businesses are SMEs as defined by EU rules and independent intermediate-sized companies that own or hold finance leases on tertiary buildings with available plans, carry out private tertiary activity in France, and are considering energy renovation. Sectors include tourism, retail, health, logistics, hospitality and catering, offices, leisure and services. Mixed industrial and tertiary buildings are also eligible.
